Katrina and New Orleans

Before Katrina hit, we all saw pictures of sensible preparations for the coming disaster, including those that couldn't evacuate filing into the New Orleans Superdome, as shelter.
In the event, the Superdome protected them well - but since then, there have been reports of gunfire, rape, bullying, and even murder all inside the dome - and even rescue helicopters being shot at by those inside.
I just find it incredible, and extremely depressing, to think that human beings can behave in that way at a time when - more than ever - they should be looking out for each other. Unbelievable.

all i can think is that in desperate times, people take desperate measures.
not that it makes sense, nor does it change things.
but a whole city is under water for a failed levee; there is no food, no clean water, no place to take anyone even, no place to escape it. complete devestation. i suppose it can be expected that they're acting irrationally?

I guess that's the sad truth; the more we hear the worse conditions seem, and the more desperate (and irrational) people are being.. but it still seems strange to me that people can think that shooting at each other is a good idea, when they're surrounded by death already.
I don't mean this to sound unsympathetic, all of these people are going through hell and the devastation is indescribable - it's just sickening that a minority seem to want to make matters even worse, and even take advantage of the situation.
